Another possibility is the Banana Republic A-Line Shift Dress in Blue Macaw.
I don't think we will know for certain unless Meghan wears it again!
We also got a glimpse of her Cartier 'Love' Yellow Gold Bracelet and a new Monica Vinader Linear Bracelet.
